The world has been calm for quite some time now, so why haven't humans worked on recreating the technology they once had? Why do they stick to iron and messenger pokemon?
It's quite simple really. Their belief.
The people have their legends and myths that still mention the time before the rebirth of the world, with the steel and electricity and advanced medical care of that time. Yet the stories focus more on the death of the world and how the wild was tamed by the people and they have come to the conclusion that the advancement of the humans had lead to angering the legendaries enough to wake them.
In order to attempt to keep that from happening, they remain at their current level of technology. New inventions are always looked upon with suspicion and great trepidation-some of them manage to endear themselves to the people and they accept them. Some of them are too frightening, too advanced, and so they are forgotten.
The radical group, Origin, disagrees with the popular beliefs of the people and so they are trying to move forward with the technological advances, but are impeded at nearly every step by the majority of the population.
Pokemon are seen as wild animals-which they are. Pokemon will attack travelers if the travelers are not wary, and herds of the domesticated ones such as miltank and mareep provide materials and foodstuff for the people. More on pokemon can be found in 'Regarding Pokemon and People'.
